The author identifies the problem inherent in the Kenya Police Service in terms of discussing three strands of accountability (popular and legal accountability and transparency) and assessing the institutional structures in place for police oversight (and their inadequacy) in Kenya. A critical review is also made of accountability structures in Tanzania, Uganda, Nigeria, South Africa and Northern Ireland.
