    Presentation made at the ICD Conference on Police Oversight in Africa, 26-29 January 2004. A brief review is given of the enactment of Malawi’s Constitution and democratic government as well as the recommendations of the Law Commission established in 1999 to investigate the reform of the police through the creation of a new police act (including provision to be made for: a new police organisational structure, the Independent Police Complaints Commission and a Lay Visitors Scheme amongst others). The Independent Police Complaints Commission (IPCC), which at time of writing was not yet operational, is briefly discussed in terms of its mandate and the role of the Independent Police Complaints Commissioner.
