  The author details the origins and development of the Ghana Police Service from colonial times until 2001 while also reviewing the legislative and constitutional mechanisms overseeing the police service as well as the reports of commissions and committees of inquiry which have, and are, impacting on its structure and functioning. The author concludes with a critical discussion of the challenges facing the Ghana Police Service and advocates the need for holistic reform.

The author critically discusses the formation, nature, powers and objectives of the Ghana Police Service both from a historical and contemporary perspective. An outline is provided of the constitutional and legal framework for the governance of the Ghana Police Service, in so doing the workings of the Police Council, Parliamentary Select Committee on Defense and Interior and civil society groups are critically assessed.
