"People across the Commonwealth have the right to live free from fear and states have the responsibility to guarantee their safety and security. As with any other violence, states must effectively prevent terrorism. This is the role of counter-terrorism, and police are amongst the frontline agents in this response.Even more than terrorism itself, the fear of terrorism is a growing global phenomenon and is often the driver for harsh state reactions that have little justification or legal validity. Tragically, in parts of the Commonwealth, measures to counter terrorism are also creating violence and insecurity.
